IMHO, the proper way to handle absentee ballots would be to have them routed to the polling place where a person would normally vote, and remain in their envelopes until the close of polls. Prior to the close of polls, a voter who had voted absentee would be allowed to sign in and ask for the sealed envelope with their ballot. They could then inspect the seal and either cast the ballot personally or spoil the ballot and request a new one (if they changed their mind about their selections); at close of polls, poll officials would cast the absentee ballots whose voters had not pulled them.
Any reason that wouldn't be a good system?
Obama for one hour, Hillary for four years. Then she runs again as VP, her running mate gets to be president for an hour, then Hillary for another four years. Repeat as many times as desired without limit (if Hillary is never elected President, there's no limit to how many times she can be VP and ascend to the presidency).
