Why shouldn’t somebody be able to benefit from a falling stock price if that person discovered the stock to be overpriced?

Because concurrently reintroducing an item for sale in the marketplace inherently devalues all such items and disrupts the market. It's a frontal assault on the concept of private property rights, and it's fundamentally immoral. There are legitimate ways to play the bear. Shorting is not one of them.
