I don't think photos of a document is enough evidence.
They need to check by hand the real Birth Certificate.... They should not even allow just a photo ( in this case, or any case like this ) of the Birth Certificate as evidence.

Unfortunately, if they manufactured a forgery for the photograph, a judge would be just as fooled if they handed it over to him. A judge isn’t going to know anything about edging on paper and such.
