Greenleaf's Legislation Addressing Bullying in Schools

HARRISBURG—Two bills sponsored by State Senator Stewart J. Greenleaf (R-Montgomery / Bucks) were approved by the Pennsylvania General Assembly on Friday, July 4, 2008. Language from Greenleaf's Senate Bill 71 addressing bullying in schools and Senate Bill 579 concerning the placement of twins and multiples in the classroom was included in an omnibus school code bill approved by the Legislature and now awaiting the Governor's signature.

School Bullying

Addressing the widespread problem of bullying in Pennsylvania schools, Senate Bill 71 will require each of the state's public schools to adopt a policy on how to address incidents of bullying by January 1, 2009. Each policy must spell out the disciplinary consequences for bullying and may include the development and implementation of bullying prevention, intervention and education programs and would be subject to review every three years.

Also, the bill will authorize the Pennsylvania Office of Safe Schools to make grants available for the implementation of bullying prevention programs such as the widely used Olweus anti-bullying protocol, a Scandinavian system scientifically proven to reduce the number of bullying incidents in schools.

Greenleaf, who first introduced the legislation in 2002 said, "This is something that I became concerned about following the Columbine High School Shooting. Bullying is often the root cause of violent acts among school children. At its worst, it can result in horrific violence, and at the very least causes life-long emotional damage to victims and impedes learning."

The legislation also addresses cyber bullying; bullying that takes place over the internet, often outside of the school setting, which has become rampant in recent years. The legislation defines bullying as a, "single intentional, electronic, written, verbal, or physical act." School districts would have the option of expanding their own definition of bullying to include incidents taking place outside of the school, thereby allowing school officials to further intervene in cases of cyber bullying.

80% of adolescents report being bullied during their school years. According to the U.S. Department of Justice, 160,000 children miss school each day because they fear being bullied. Also, according to the department, adults intervene in only 4% of bullying cases, and peers intervene about 11% of the time leaving 85% of incidents without intervention.

This guy has gone through lots of psychiatric help and hours of intensive pyschotherapy after his High School trauma at the hands of those mean kids who smoked cigarettes and drank beer. Would the guy or gal who took this guy's lunch money back in the 70's please apologize so that he can move on? Please.

How about we encourage Moms to stay home and raise their own kids instead of outsourcing them? Haven't people noticed that the more kids are warehoused away at young ages the more these same kids thrive on bullying? They've had to learn early how to survive without individual attention and encouragement. They aren't being nurtured. They are not confident and secure so to remedy that, they pick on others to feel better about themselves.

A bully is insecure and lacks confidence. There have always been bullies but now it is almost the norm - as more Moms abandon them in daycare ... the bullying has increased. The "village" isn't raising them. It takes PARENTS to be selfless and raise their own kids. It should never be viewed as BENEATH a Mom to raise her own kids.

After the kids are grown, THEN WORK and make your mark. Till then PLEASE put your kids FIRST. Money comes and goes but your children are your true legacy.

All the legislation in the world won't change the ROOT CAUSES of bullying. This is silly. The last thing anyone should want is a career politician making up rules and punishments for bullies.

Just keep your kids out of public schools where the sub human, knuckle draggers reside. In my town there was some scheduling difficulties at the high school and the sub human students basically rioted in the streets because they had to stand in line. Private schools are somewhat better. But they, too, are slipping. IN my town Catholic schools are going bankrupt and closing because they give free tuition to aliens and try to soak the citizens with outrageously high tuition.

We have it covered both ways. Not only is my wife a stay at home Mom (giving up her career), my son is getting martial arts training as compulsory education. He loves it. I do it with him.

He is very self confident and mild mannered.

Boy, I think I have every base covered. Our kids go to parochial schools. I won't leave their education to the STATE.

This guy is also a big smoke ban man. A new public places smoke ban took effect in PA this week and Greenleaf pledges to go after the “loopholes” in the law next year.

It’s a Catholic school. I went to publik skools.

I’ll tell you this, the first time the kids come home with some kind of environmental algore garbage for homework, I’m stopping the check.

They did the same thing in NY to appease the local corner tavern owners....just apply for an exception if your business and life savings is about to be lost.

NEWSFLASH!

It happens in PRIVATE SCHOOLS TOO!!!

It’s not just PUBLIC SCHOOLS. Lthough pubic schools can’t throw them out. Private schools can and SOMETIMES do that but it all depends on WHO the kid is.

Guess what folks -

It’s not the fault of the school that kids BULLY other kids. It’a all about the HOME LIFE and how “parents” are either there or NOT there to raise them. You can’t shove this off on the public schools and by no means to I advocate publica schools.
