What he did was take part of the Marine Corps Platoon Leaders Course (PLC) (an alternative for NROTC or OCS for college students who wish to become commissioned officers in the United States Marine Corps)
He started the course but never finished it. To wit: He may have been in the Marines, but was not and IS NOT a Marine.
