From the Wiki article:

"is 20.49265", very close to κ"

20.5" ~ 0.00569°, which is not close to 2.1°

Seems like some kind of conversion issue.

2.1° is how much the Earth turns on its axis in the time it takes the light from the Sun to reach the Earth.

Check out 1959 for some background.
