CA: “Raise Hell,” Says Governor
KQED - Capitol Notes ^ | 9/10/08 | John Myers

BUDGET DAY PLUS 71 -- Governor Schwarzenegger is keeping his poker face firmly in place, promising to reject any spending plan that doesn't reform the process of budgeting itself, and rejecting calls to ease the pressure for a deal by moving forward on a temporary appropriation for those state services that aren't being paid for.

That was the general message of a ten minute one-on-one interview with Schwarzenegger this morning, one of several he's given to reporters in the past few days as a way of trying to stoke a new fire under the embattled Legislature.

And on those calls that he should be moving forward on some temporary financial solution to the many vendors who provide everything from care for the disabled to meals to prisoners... the governor says the people need to get fired up.

It is very important that the people that feel they are suffering, that they raise hell here," he said. "They [should] come to the Capitol, they call the legislators, and they get this budget done, because it's unfair to innocent people that are out there."

So does that mean he won't request a temporary funding proposal for these services, no matter what?

Schwarzenegger's insistence on a budget without temporary solutions comes as some still believe that a budget with some kind of borrowing mechanism might ultimately be in the cards.

And if he doesn't get the two reforms he wants -- a bigger rainy day fund and new power to cut spending in the middle of the year?

"If we cannot put a rainy day fund together," said the governor, "we're not going to have a budget. I'm not going to sign a budget... regardless of the day on the calendar."

An extended version of the interview can be heard tomorrow morning on The California Report, and the entire Schwarzenegger interview can be heard this week here online on the Capital Notes Podcast.

even grey davis came to admit the need for a rainy day fund.

but the time to have created one was when the cash was rolling in.

because it's unfair to innocent people that are out there."

Unbelievable that this clown would think this call to action would appeal to any but the innocent.

These innocent people are the reason California is broke. The solution to California's problem is to get these innocent folks off the payroll.

Mexico takes care of its own. Parents take care of their children. Children take care of their parents.

The budget is one of the few ways the permanent Republican minority have any power in Sacramento. A budget requies the governor’s signature and 2/3 of the legislature (or some proportion more than 50%) to be passed. Arnold has done this before but lost to propositions.

One would hope that Californians would show some brains and fiscal restraint but given how ignorant most Californians are and how easily their opinions are molded by left-wing activists, I wouldn’t hold my breath.

Yes, the only fair thing is to support the Girly-Man's plan to raise taxes on every person in California, only that plan is fair!

Yes, no talking about the 40% increase in revenues or the 40% increase in spending since he took office.

If the Girly-Man had been serious, he would have limited spending increases to "only" 20% and California would have been well on the way to fiscal health, but he turned into a liberal Democrat and spent every dang penny.

Now he is demanding that the evil Republicans join him and the Democrats in raising taxes.

he probably saw how effective and popular Sarah Palin is for standing up to the money wasters and figured there must be something to it.

Arnold’s pushed the “rainy day” fun idea before. I’m hoping like hell there’s no 1% hike in sales tax. I suggest our legislators be brought before a firing squad and all new common-sense districts drawn.

He’s a populist and always had been. He’s tried to govern that way and, well, let’s just say the voter majorities get the gov’t they deserve. The rest of us suffer.
