First, clarify: are you asserting that Obama is Arab, or Muslim? If the former, from which of his parents would Obama have drived Arab ethnic descent? Obama Sr. was Luo. Stanley Ann Dunham was of English/Welsh ancestry.

Where would Obama have spoken the Arabic language? Though he may have learned to read the Koran in Arabic (maybe), in Indonesia they would have spoken Bahasa/Malay or Javanese.

If, on the other hand, you're speaking of religious affiliation, he recited the Shahada as a child, and was classified as Muslim in Indonesia because the head-of-household (Soetoro) was Muslim. Some would consider that as defining membership in the Muslim millah (as a sociological community), but not necessarily the Muslim ummah (as a faith commitment).
