Plus they can funnel it through a friend or relative which would technically probably be illegal but hard no nearly impossible to prove. Plus it's chunk (is that the right word, I hear this all the time and sometimes think I am hearing chump?) change in the grander scheme of things. $2300 is a lot of money to me.
