The excerpt that you posted doesn't match your above claim. I'll repeat what McCain said at CPAC.
Feb. 2008 | CPAC | McCain: I...have pledged that it would be among my highest priorities to secure our borders first, and only after we achieved widespread consensus that our borders are secure, would we address other aspects of the problem in a way that defends the rule of law and does not encourage another wave of illegal immigration.
Again, I not arguing that one should trust McCain on this.

Here is the NALEO speech, which is more of the sameNow, scrambling back, McCain says, "There are about 2 million people here illegally who have committed crimes; those people should be deported immediately. We can't round up the other 10 million people and deport them all at once, so you are going to have to go step by step. By step by step, he means legalize the vast majority of illegals, but start with some lame enforcement and kick out criminal aliens.
I can provide you with plenty of quotes. I attended CPAC. I can tell you how that statement was received, which is why a number of us got together to form RAMM If you parse the statement, you can see how meaningless it really is. It is meant to deceive and fudge his position.
I am trying to figure out what your point is. Are you saying that McCain has changed his position on amnesty? If so, you couldn't be more mistaken.
