Spiritually immature (legalists) persons haven't progressed enough to be able to fully comprehend Grace. Some professing Christians never do mature enough to understand it, no matter how many times they read Jesus' words:

Did you see Special Report with Britt Hume yesterday? Fred Barnes commented on how Christianss understand all of us are sinners and that is why Jesus came to die for our “sins”. The jaws dropped on the other panelists as if Barnes just “left the template”. Even Barnes looked like “What did I say?”. He was quickly interrupted.
