We have no way of knowing what she did or didn't do in regards to her daughter's sex life--furthermore it is none of our business. The sad fact is she may have done her best to do the things you suggest- but having raised several teens myself I do know the old saying "you can take a horse to water but you can't make them drink" applies itself well to dealing with teens.

Even teenagers have the capability to display great maturity if they are given the tools to do so. They are not mindless beasts whose only drive is the sexual impulse!

Parents giving their teens contraceptives sends mixed messages at best, and more likely encourages teens to do things which they shouldn't be doing at that stage in their lives in the first place.
