Yep, it's the same fool. What's even more dismaying is that the imbeciles in his district have repeatedly voted him back into office.....and likely will again.
If Wexler is claiming to live in Florida if in fact he is living in Maryland at the time of his election, he is not only commiting a fraud, but is violating the Constitution of the United States.
Article I, Section 2: "No person shall be a Representative ... who shall not, when elected, be an Inhabitant of that State in which he shall be chosen."
