Sounds fine to me except for the

Engaged forces have the right of pursuit and as far as I'm concerned "the world" can take my word for the whys and hows of a map coordinate and the only agency with jurisdiction would be a depoliticized military court.

To pursue an enemy that initiates the hostilities against a known border of long term position is playing into their hands. The attack might be meant to pull your unit across a border or into an ambush.
You have to call your own shots run your own ambushes/search and destroy missions according to your own reconnaissance/intelligence in the place and time of your choice.
