No, what they are saying is that the technology may "somehow" find it's way to one of adversaries. That was the intent of the demonstration.

It was a sad realization when it became clear, sometime back, that a new Russia was just a ruse. Dictators like Putin, have again set Russia back a long way from democracy and individual freedom. Just another reason to rid Washington of its ultra-leftist RATS and protect America for it is.
