"You can't vote 'present' in the Oval Office." That's what jumped out at me, too. The difference between the executive and legislative functions is precisely the continual need to make decisions. A legislator can get on a committee and become an expert on agriculture or defense or foreign policy. But there isn't a president there is the president - and he has to make decisions and live with the results.
And refusing to decide is a decision.
There is no record of Obama doing any significant executive decision making.
Even Jimmy Carter had been a governor when he ran for POTUS.
