Apologize? Honestly? The ones that are actually responsible for all this would probably never do that as they could not be convinced of the magnitude of their violation of the parents and kids rights.
I would prefer (and I say this as a Texas resident) that they slap a lawsuit on them that will make the truly responsible parties go weak in the knees.

I hope the lawyers start with the fact that adult women were held against their will - two of whom gave birth with TX CPS officials watching and waiting to grab the baby when it came through the birth canal. Thank God, CPS was slapped with restraining orders just in time or they’d have snatched the babies for sure.
