Probably not.
The Russian resurgence is based on natural resource sales...not a broad-based economy. They are definitely not up to a new Cold War. The only thing they have going for them in that is energy.
If the West were to stand united (almost no chance is there) then we could deny them access to our markets. We could freeze Russian oligarchs funds overseas. Restrict travel of the oligarchs. Put restrictions on Russian exports. Remove them from G8 and WTO consideration. Prohibit investment in Russia and satellites.
Those things would hurt a heck of a lot and end the Russian "resurgence".
But Europe would have to do some natural gas rationing and other things that would be unpleasant so it won't happen.

Is this covered under the INF Treaty? If so, I guess they would have to withdraw from it first. Which is ok with me, we need to massively increase our own tac-nuke arsenal. Especially with neutron weapons. I wonder how feasible a Gamma Bomb is?

China is going to be a formidable enemy. Russia and China will team up. While the West has some distinct advantages over such an alliance(a nuclear power in south asia.. ie India)... They still feel that they have power.
It is that preceived power they are using to push their agenda.
