The same reason it is in the hands of the lazy. Give me. The Black and Poor in America have been robbed of their pride and ability by the Democrat Party. They follow like sheep. But it is almost as much the fault of the Republicans for not addressing it directly and to the point and allowing out government to appease and deliver the American Educational System to the Liberals.
