How long does it take to set up a camp? Take a Fence, barbed wire and set out a field. Bunch of armed tugs to guard. Voila...They can also use deserted Military facilities.

What you are describing is a detention center - not a concentration camp - there is a difference.

A concentration camp can be anything. It's a camp... to concentrate lots of prisoners in it. Nothing more. I guess you imagine the fortified, thoroughly planned and constructed Nazi concentration camps with rows of barracks... well what the British set up in the Boor war, were also concentration camps, many smaller units of the Gulag were also little more than shacks surrounded by a fence.

And as I said if the Russians are putting civilians into deserted Military facilities, then you have the fixed buildings, watchtowers and electric fences already standing.

I have no idea whether the Russians are doing this. I have not seen evidence yet. But I won't put it beside them. In fact I imagine the Russians to have committed every possible viciousness by now. But my point is that it's logistically no big thing to set up a camp or use a standing facility.
