Has the population of that county increased or decreased? Is it like Philly that loses population every year but the number of voters increases?

From what I’ve read, Cleveland has lost 115,000 people since the 2000 census. As of that time, Cuyahoga county had approximately 1,393,000 people. The next biggest counties were Franklin (Columbus) at 1,068,000 and Hamilton (Cincinnati) at 845,000.
