Actually, I’m leaning more towards a system like in the movie Starship Troopers where there are two classes of people. Civilians and Citizens. If you serve in the armed forces you become a citizen and get to vote. Otherwise your just a civilian and have no say at the polls. I would include services like the police and border patrol as qualifying you for citizenship. I think that one of our main problems is that we have become a society where everyone has rights but few understand or are willing to take on the responsibilities that go along with those rights.

That system gave the vote to anyone in public service, which included anyone working for the government. And you only got the vote after you were no longer employed in such service.
