Right, they can be fitted with nuclear warheads, but can also, and much more likely, be used as conventional tactical missiles. I believe they were used in Chechnya in 1999 or something like that. SS-21s are mostly a terror weapon, since the are tactical short range ballistic missiles — not guided ...

Agree with the posturing, these are not very effective in a cobat significant standpoint, and I doubt any US commander would give them much notice. They only carry a 1000 pound warhead, not even equivalent to a good 2,000 pound bomb with guidance. I would take the bomb any day.
