In this clip Ron Suskind explains why the 2nd Amendment is second, at least he thinks he does. The fact of the matter is Suskind, that you can't load your weapons to protect the 1st amendment if you can't hold any weapons.

As proposed (before the states ratified the Constitution) the second amendment as we know it now was fourth. The first amendment as we know it now was third. The first two were tossed out. In 1992, the originally proposed second amendment (re: Congress’s pay structure) was ratified. Check out the Library of Congress where they have the drafts of the Declaration of Independence, the Consitution and the Bill of Rights.
