They might be doing so because Merck could make considerable amounts of money, or because they believe in their product and that it could save many lives.

IIRC, the majority of cervical cancer deaths occur in third world countries because they don't get pap smears, unlike in developed countries like the US of A. Cervical cancer is actually not even in the top five of the list of cancer deaths in the US.

What we do have in the US though, is $$$, and special legislation (enacted in the '80's) shielding drug companies against lawsuits associated with vaccines.
