Did School Superintendent Falsely Claim a Doctorate Degree?

"I was duped," said Bart G. Anderson, superintendent of the Education Service Center of Franklin County.
On July 29, 2008, Franklin County Education Service Center superintendent, Bart G. Anderson -- andersonb@fcesc.org -- was named as a buyer of a bogus doctorate degree in a Spokane Spokesman-Review article.
Since then, Mr. Anderson has told the press that in 2002 he paid a $200 partial-payment to "St. Regis University" to apply for admission to its doctorate degree program. The Columbus Dispatch reported that he said "he was surprised when a bogus doctorate arrived instead of admission to an academic program."

Did he send it back? or ask for clarification? or more likely did he immediately add it to his resume’ and demand raises and that everyone henceforth address him as Doctor?
My bet is the latter.! he probably complained that $200 was too much for the darn bogus piece of paper

A bigger shock to me as a resident of Franklin County is that a white male is in a major position in the school system.

Google any college name along with the words “diploma mill.” St. Regis shows up right at the top as one. This guy should have known the state of Oregon has listed it as a mill for years.
So this guy must either claim he’s completely incompetent or in collusion with the offender. There is no in-between.

According to the article, he did just that. Apparently he DID register and complete a valid doctorate program and has a legitimate degree today, but he did use the title and claim the degree in the interim.
It sounds to me like the guy got a fake PhD to land a job, and then went back to get a real one...hoping to complete it before anyone caught the fraud. He did complete it and is qualified for the job today, but he landed it dishonestly and should be fired for that alone.

Some years back the Bay area had a chief engineer who worked for BART for years. He changed jobs and went to work at Bechtel to plan the transportation system in Athens,Greece. Bechtel ran a background check found he was faking it. No degree only some schooling in engineering. Oops.
