If the Constitution doesn't forbid it (and it doesn't) AND the States chuse 270 electors for President of the United States who vote for that person, of course he/she can.

Where in the Constitution is someone with dual citizenship disqualified? I'm sure that a good Supreme Court judge could find it somewhere in the penumbras of and emmanations from, the Constitution, but I don't think we can count on that.
