The original large image shows 3456 x 2304 pixels, scaled by my Firefox to 822 x 548 @ 23% -- at 254.11KB.
Your smaller image is 6640 x 426 pixels -- at 426.49KB.
Seems the original had less bandwidth than yours; the original was a JPG, and yours a PNG. Does compressing the size increase the KB, or is it a function of the type of file?
If you look at the original pic, it's around 256 KB.
My comment was based on the fact that if you use the WIDTH= and HEIGHT= attributes to adjust a picture (which is what I assumed was meant by resize an image in a post"), then the picture is sent in original size to your browser and then scaled to the specified size, so you don't save any bytes transmitted.
My GraphicConverter was accidentally left on PNG output, so it converted the JPG into PNG, and thereby increased its size. (PNG is better suited for line-drawings, and screenshots).

I recall not too long ago, two anchor-critters said they would do nothing to warn or help Americans if they know they were in danger.
No problem. I suspected that the difference was solely because of the different file-type outputs, but wasn’t sure. It didn’t, in this case, seem to make any difference in the clarity of the image, but then my specs need replacing anyway! The more I learn the less I know. :^)
CNN would just film him dying. Then show the gruesome footage. Can’t choose sides, doncha know.
