The propaganda has to be a positive, ie it needs to work to the benefit of the propagandizer obviously.Then as I said, the Chinese could easily use Bush not going to the Olympics to say that Bush does not support the American athletes. I would think it obvious that the Chinese, if they are the enemy you've indicated, would do anything to make the U.S. look bad and/or them look good in comparison.
If they wouldn't find any benefit in that, then they obviously aren't that much of an enemy.

Even though they have killed more American citizens post WWII than any other country. Either coming over the hills in Korea, or aiding, supplying and supporting the NVA in Vietnam.I guess it depends on what time frame you choose to focus on. If you take the 20th century as a whole, more Americans actually died at the hands of Germans. Either way, both are in the past. Which to be more angry at then becomes a matter of choice.
