The outcome of this effort is predictable - people will take their garbage to the local apartment dumpster, or alternately, throw it out along a country road. There's only so much abuse that the public will take from the government.
In my part of San Diego County, the location of open, unmonitored commercial trash bins, is a closely guarded secret, shared only with the closest of friends, especially during garage cleaning season.
