I'm just glad you don't make our laws then. I think Americans should be able to marry whomever they want to marry and should be able to bring their spouses to this country to live with them as long is their spouses aren't otherwise inadmissible because they are criminals or something like that. This isn't about being nice to foreigners, it's about our citizens having the freedom to marry whoever they want to marry. GI falls in love with a nice German girl while he's stationed there, by gosh he ought to be able to marry her and bring her home with him if that's what he wants to do. We shouldn't tell him he can't come home unless he ditches his wife. What you are suggesting has never been the law here and it never should be the law here.

No, we’d be telling him that the woman needs to apply for permission to live here on her own merits. If she can’t meet the standards, then maybe he should reconsider why he thinks he wants to be married to her.
