The madrassa was empty most likely because Haqqani was shifted to an ISI safe house far away from the reaches of coalition troops.

I remember reading a report that said something to the effect of Pakistanis threatening to end all cooperation if we unilaterally took out Haqqani and his second in command - his son.

The key takeaway is that if the Pakistani troops are involved in an operation, it is a joke. Everytime they "act" under our pressure, they make sure that the bad guys are given ample time to move to safe houses and then declare the job done. The only time leaders and other key bad guys are taken out is when we do the operation unilaterally without telling the Pakistanis.
