I don't know what fine points of the law they are trying to bring into this, but I do know that these are the reasons for this desperate attack:

The Donkey Congress is allergic to debate

Conservative stalwart Sens. Tom Coburn and Jim DeMint blew the whistle last week on a new report from the Congressional Research Service showing that 94 percent of bills passed in the Dem-controlled Senate have been rammed through without debate or vote.

And:
Democrats Try to Break Grip of the Senate’s Dr. No

WASHINGTON — Congress has dealt for decades with catchall bills known as omnibus legislation. Now, for the first time, comes the Tomnibus.

A product of Democratic frustration with the tactics of Senator Tom Coburn, an Oklahoma Republican and physician who has become the Dr. No of the Senate, the Tomnibus is a $10 billion collection of Coburn-blocked measures assembled by the Senate leadership in an effort to break his solitary grip on the legislative process.

Engineered by Senator Harry Reid of Nevada, the Democratic leader, the bill includes 35 of the most irresistible-sounding measures stuck on the docket, including the Mothers Act and the Protect Our Children Act.

I agree. I absolutely agree.

Tom Coburn is a breath of fresh air in the Senate.

““Just as parents don’t choose him hoping to sway his vote, parents don’t choose to receive his services at a particular hospital because Dr. Coburn has somehow endorsed that hospital because he is a senator,” Hart said in a statement…. “The committee has shown us zero empirical evidence to back up its flimsy claim.”

I guess I just don’t get the problem here.
He is doing pro bono work like a lot of lawyers do.

Read his vita from Wikipedia (linked below).
AND
If you heard his speech last Saturday about the usual practice of toads
like Harry Reid slamming through omnibus bills WITHOUT DEBATE,
you’ll understand why they must (try to) destroy Sen. Coburn

Coburn has a weird idea that Senators should debate bills before voting
on them.
In other words, he actually expects Senators
TO DO SOME WORK AND THINKING
before voting on bills.

That’s “death for blasphemy” to the Good Time Democrats.
(and probably more than a few “Republicans”.)

Coburn was referring to a non-partisan study released on June 10 by the government’s Congressional Research Service (CRS), which indicates that 855 of the 911 bills passed by the Senate of the 110th Congress have been streamlined by Democratic Party leadership with a procedural tactic known as Unanimous Consent (UC), which requires no debate or even a vote.
And Obambi was recently quoted as saying he wants to have a Dem 'lock' in congress (not exact wording - original was more damning)! Imagine that!!

The CRS report is here (PDF).

it’s amazing how these liberals don’t pop thier arteries with high blood pressure caused by the intense hatred they harbor for non-revolutionaries.

(if it’s a violation of ethics than follow through with the necessary procedures already! if it’s not, then stfu liberal schmucks!)

Actually, my aunt in Chicago, - who is a 'liberal activist' and suffers from BDS, had a stroke and now has limited to no use of her right arm.

I hope the reasoning behind the ethics complaint is that the practice amounts to buying votes, not just being kindhearted.

This is strictly political, they said nothing about Frist (the Wimp) practicing medicine. Coburn was hated from day one, they hated him in the House as well, he does not go along to get along, period.

Had he been actually charging for his services they would actually have a case (sort of).

But the fact that he's not means they have to bend reason - their response to their bent reason:

Just as parents don’t choose him hoping to sway his vote, parents don’t choose to receive his services at a particular hospital because Dr. Coburn has somehow endorsed that hospital because he is a senator,” Hart said in a statement…. “The committee has shown us zero empirical evidence to back up its flimsy claim.”

maybe, some day, they’ll all have an epiphany and realize that other humans have a right to be left alone and not be brought into the revolution.
