BOTH cops moved on the biker, as though they saw him do something that we didn't get to see, and that he needed to be stopped.

Yep. Had there been a “real” story, it would and should have been in the court document. As it was, some of the statements were outright lies per the video. If part of the cop’s sworn statement is outright fantasy, I’d say there’s a pretty good chance all of it is.
