It sure looks like the cop picked the guy to derail.
Maybe he was stopping him to warn him about the dangers of not wearing a helmet, which is probably a nanny-law in NYC.
I sure hope it’s not a nanny-law there. I’m probably moving back in September, and heaven help the city if it’s law that I wear a helmet.
