You are being too kind in giving BO the benefit of the doubt. This from the story:
Ma’ariv issued a response Sunday, saying that “Obama’s note was published in Ma’ariv and other international publications following Obama’s authorization to make the content of the note public. Obama submitted a copy of the note to media outlets when he left his hotel in Jerusalem.
I don’t know if it was before or after - I think it was before he went to the Wall, but if the note had already been published, why give the media a copy of the prayer? And why did he makes copies of his prayer, anyway, for Pete’s sake? Did he plan on handing them out on the street? Yikes!!!
It was obviously a PR ploy. I wouldn’t doubt if he had the kid “steal” the note and then gave it to the media, just to make sure it was published.
BO did have his campaign staff holing up Obama 2008 signs (in Hebrew!) at the entrance to the sacred Jewish Wailing Wall.

If I were BHO, and heard my private prayer had been stolen, I would also have hastened to write down the prayer, copy it, and hand it out to the Press, to stop false stories about what was in the original prayer.
I agree it was an outrage to have hoisted his banner at the Wall, but I'm not sure from the photo how close it really was. I'd rather get the guy when he is provably wrong, and not get into crying "wolf".
