Initially, transportation funding will be redirected to communities and counties that have complied with smart growth planning.

Climate Change will reach deep into all areas of land use to turn our system toward collectivism in resource management. A recent California Water Plan update http://www.waterplan.water.ca.gov/docs/enews/2008/cwp_e-news071608.pdf further develops the new concept of “stakeholder watershed management” through the concept of “Social Learning” to align local water and land use to statewide goals.
