The cop tasered the suspect, but didn’t think the taser was working since the suspect didn’t respond at all.From what I saw on the video, the suspect seemed to be just walking away without any reaction at all. Little wonder the cop didn't think it was working.

Yep, I noticed that as well. It seems to back up the officer’s statement. Not that it justifies using the taser for that length of time, but it gives a great deal of credence to the officer’s side of the story.
