You know, of course, that under NCLB, if your childs school is failing you have the right to transfer him or her to a non-failing school? I don't even need that reason. I don't need a reason to transfer to a different school at all. Granted, first priority is given to those with an NCLB reason, but no reason is needed.

What if it isn't failing. What if the parents’ don't agree with the curriculum or policies?
And...Isn't it true that the school chosen by the parents has to have space available? That has been an issue in our state. And...In our state very few schools are actually sooooo bad that they are rated as failing.
