How does a person that can't speak English become a citizen and be picked for jury duty?
Easy, because you are not required to be fluent in English to become a citizen. The English writing portion of the "test" goes like this. Write: "My name is Juan." To top it off you are allowed to have a translator with you. When I went for my test, half the room couldent speak English. This needs to be fixed. Perhaps, Juan McAmnesty has a plan for it.
I'd like to ask the judge, but he'd probably hold me in contempt for "racism" or "xenophobia."
I know you’re going to LOVE this. After one takes the oath of citizenship, one gets a form mailed to one’s house asking in which language one would like voter registration information. Cool, huh? Somebody ought to remind those folks - e pluribus UNUM.

Who says you have to be a citizen to vote or serve on a jury. Motor-voter registered everyone.
Plus, some citizenship swearing in events have been conducted in all Spanish.
The last time I was called for jury duty, in 2005 IIRC, one of the first things they asked the room was 'do you speak english' - and immediately dismissed about 15 people who said they didn't.
Welfare and voting should work so well.
