In Sept the US Military can bring out at least 2 combat brigades in Iraq and give them the home base rotation while putting in 3-4 combat brigades to Afghanistan that have been state side.
We have enough but because of the way the rotations got out of whack we had to wait to surge in Afghanistan.
Obama is trying to get ahead of the curve because he knows that the Afghanistan Surge is going to happen in September with or without his opinion. He can now say that President Bush is mimicking his “plan”.

It's all a word game to Obama. Based on his own calculations there will still be 80,000-100,000 troops in Iraq at the end of 2010.
He said that he will leave enough to train Iraqi Troops, fight terrorist, protect the US and Iraqi government interest. If he pulls out all the combat troops, who would he use to perform all the task he still wants our troops to do?
We will have combat troops to surge into Afghanistan in September when the rotations get back in order without rushing an exit of combat forces in Iraq.
