I don’t think there is any question that the ‘stationary’ lights were flares behind the mountain range. I’ve seen the mountains superimposed on the ‘lights’ video and they blink out one at a time exactly as they drop behind the peaks.
IMHO absolutely no question.
The triangles overflying the area, another matter. Haven’t seen any explanation for them.
Yeah, I saw a special about the Phoenix lights on the travel channel that showed that same thing. But the problem was that some people were saying there were 2 sets of lights, one in the 8 o’clock hour and one in the 10 o’clock hour. On top of that, Governor Symington said what he saw was not of this world. But of course, I wasn’t there and didn’t see anything, so I don’t know what they were.

Just coming out of the black to the twlight.....
I saw the triangle formation. I was coming out of a friends house in an exclusive neighborhood in Chandler when I looked up and saw a huge triangle of lights coming very slowly south from over the McDowells. The pictures that I have seen of the Phoenix lights match exactly what I saw then. The only problem is that I saw them in February of '97 and the Phoenix lights incident happened in March.
When I saw them, I stopped and was staring at them but my friend continued talking. As I watched (and I admit my first thought was UFO) the entire formation stopped.
My buddy noticed that I was looking at the sky and he looked up to see what I was watching. At that point, the light on (my) right started forward, made a 90 degree turn and crossed in front of the formation. My friend said "Oh those. We see them all the time" and began describing how he and his son had watched the same formation from his son's second floor bedroom window just before Christmas.
My mind was reeling but then I remembered that we were only a few miles from Falcon Field and that they were training German pilots on the Apache. We went back to our previous conversation. I am 100% convinced that the Phoenix lights were Apaches.
