To hell with FISA. Four separate US Appellate Courts have already ruled that the President has the authority to conduct warrantless surveillance in matters of foreign intelligence. And the FISA Court has ruled that FISA cannot encroach upon the inherent powers of the President to conduct such searches.

President Bush needs to tell Congress to go straight to hell on this. The Courts are already on his side. He needs to act like the Commander-in-Chief that he is.
