Indeed....and in this scenario the 'little darlings' roam communities in feral packs on expensive bicycles, destroying what they will and terrorizing who they will. They probably carry knives, and these are not Grandpa-style pocket knives designed for carving toy boats out of a stick of wood down by the riverbank.
Anyone who dares to stand up to them will be surrounded and scared out of their wits at the minimum, after which the indignant, loutish 'parent' will reflexively defend them to the hilt, with a legion of taxpayer-funded lawyers in her wake.
The Police look down upon all this and smile, knowing that it serves to quell any remaining desire in people to stand up to evil when their efforts are foiled in such a grand, public spectacle.
