can we work a deal with Mexico to help them develop more oil resources, and them send us more oil? And in exchange, more Mexicans in the U.S. can go home and work in their oil industry, and make good money doing it? This seems like a natural because I’ve heard that Pemex is an inefficient bureaucracy in the way they manage the Mexican oil and gas business.
Could be a win-win situation if it ever happens. Mexico should certainly be getting much more income from it with the high prices on world oil markets.

The powers-that-be in Mexico are absolutely and fanatically over-my-dead-body opposed to any foreign associations with Pemex.

Some of their politicians have been trying to change it, but oil has long been their cash cow. Of course that is their main problem, they siphoned so much money off it they didn't keep up investment in the industry itself.
No we can't. According to the most popular portion of the Mexican constitution, only the Mexican national oil company PEMEX is allowed to drill for oil and gas in Mexico, and all minerals are owned by the state not the surface land owner. Outside investors are prohibited by law.
