Not sure, but ... I think Neil refers to this address as the one he wishes he could give/ could have given. If he actually delivered this speech, it would be a great thing.
Yep - he’s never given this speech in public. It’s the one he’s always wanted to give. He plays it on his show once a year or so, around graduation time.
