Which is exactly what they want to do. They are proposing a "public private partnership," which will allow a private enterprise to have not only taxpayer money to finance their boondoggle but the power of eminent domain and taxation to make it profitable. Environmental laws will be waived for only the special interests, prohibiting market forces from entering into the equation. When all is said and done, the private enterprise will take their guaranteed profits and compensation and we will have another losing project, used by low-income Californians, subsidized by billions of taxpayer dollars.
