Ophelia is aunt of wannabe-senator Harold Ford, Jr. She's also sister of John Ford, who was convicted of fraud in the TN Waltz sting. When John left the State Senate, she ran to replace him, and won the election. However, her margin of victory was less than the number of dead voter who participated in the election. So, the State Senate kicked her out. She ran again, and since Fords don't lose elections in Memphis, she was sent back to the State Senate.

However, the Fords are unwilling to lose their grip on the Memphis Dead Voters, so she must have a funeral permit.
