They said that laws were broken but they didn't think it was intentional or malicious. But still laws were broken in this procurement.
I think it could be the way the AF threw out Boeings costs which were based on laws about procuring commercial products. In the debrief the AF guy basically said “I don't have to accept those numbers” but the law is that he does.
