Why does anyone need “authorization” to carry a gun?

you may not carry a firearm within the boundaries of Denali National Park . If you possess a firearm it cannot be carried on your person or in a backpack, etc. All firearms must be stored unloaded, broken down and placed out of sight, such as in the trunk of your vehicle.

Firearms are NOT needed for protection from bears!

It says, “authorized to carry and use firearms in the park,” You can’t shoot animals in a National Park. He was authorized to be able to do so.
